
In an address at the BRICS Leaders’ Meeting in Kazan in late October 2024, China’s International Trade Representative and Vice Minister of Commerce, Wang Shouwen, announced the launch of the China Center for Cooperation on Development of Special Economic Zones within BRICS (CCDSEZ).
This Center is not just a symbol of collaboration it’s a strategic tool for diversifying economic pathways and creating new avenues for trade investment and development that bypasses the US Dollar’s dominance.
The special economic zones will serve as hubs of innovation and exchange strengthening intra-BRICS trade and creating a robust economic network independent of the Western dominated financial
system.
By leveraging these zones China aims to foster a more integrated self-sufficient BRICS economy that can withstand US pressure and ultimately reduce its reliance on the dollar. This visionary initiative is a direct challenge to the status quo offering BRICS nations a new path forward, one where they are no longer subject to the whims of the West.
The Global Times reported that during a Progress Meeting of the CCDSEZ held on March 21, 2025, Wang expressed hope that the center would serve as a hub for international exchange, develop initiatives like “Digital BRICS” and “Green BRICS,” and promote practical cooperation among BRICS countries.
Wang also highlighted the importance of capacity building in the construction and operation of special economic zones, providing comprehensive services for business collaboration. Additionally, he called for strengthening engagement with international organizations, sharing development experiences, and promoting sustainable development in the Gobal South.
Over 200 participants, including Chinese officials and BRICS country envoys in China, attended the meeting to explore future cooperation with the center.
